HISTORY OF NORTH SULAWESI PROVINCE

North Sulawesi Province has a historical background that is sufficiently long before, as well as the history of other provinces in Sulawesi, amended several times administration. With the enactment of Government Regulation in Lieu of Law Number 47 Year 1960, then began governance autonomous regions Level I Sulawesi, North Sulawesi region which is part of the First Level North-Central Sulawesi.

For the Nine months later Sulawesi Province North-Central and South - East Sulawesi province reorganized its status to Level I Region North-Central Sulawesi and South Sulawesi Regional Level I - Southeast through Government Regulation in Lieu of Law No. 47/ Prp/1960. The province Level I Region North-Central Sulawesi include: Municipal Manado, Gorontalo Township, and eight Regional Level II respectively: Sangihe Talaud, Bolaang Mongondow, Minahasa, Gorontalo, Buol Toli-Toli, Donggala, Poso, and Luwuk/Banggai.

With the enactment of Government Regulation in Lieu of Law Number 47 Year 1960, then began governance autonomous regions Level I Sulawesi, North Sulawesi region which is part of the First Level North-Central Sulawesi.

Provincial autonomy Level I Region North-Central Sulawesi is the de facto Parliament started since the formation of North-Central Sulawesi province on December 26, 1961. The implementation of the mechanism of governance in the region at that time was implemented by Presidential Decree No. 6 of 1959 which was then followed by the issuance of Presidential Edict No. 5 of 1960.

Both the Presidential Decree is essentially an attempt to bring order in the area of governance based stelsel "guided democracy" as well as a refinement ( retooling ) of local government officials based on Law No. 1 of 1957.

Meanwhile Presidential Decree No. 5 of 1960 changed the composition of the membership of Parliament which originally consisted of Representatives Political parties in accordance election results, be Board consisting of Deputy Political parties and Functional Group to establish Regional Head as chairman of Parliament who are not members. That is why in Leadership Period Mr. A A. Baramuli from the date of March 23, 1960 s.d. July 15, 1962 as well as Governor of the Province of North Sulawesi - Central, he also serves as Chairman of the Parliament.

During running the government in the First Level North-Central Sulawesi Governor Mr. A A. Baramuli assisted by Vice Governor Lt. FJ Tumbelaka and Regional Secretary Resident Datu Mangku Yellow Nan, who was then replaced by Hein Resident Lalamentik, has taken steps to consolidate and organize all existing Government Apparatus, as well as gradually through cooperation with all the elements and security forces in the area have been trying to restore security and order in all levels of public life until the end of the term of office on June 15, 1962.

Instead, dated June 15, 1962 the President appointed Lt. FJ Tumbelaka as Acting Governor of the Province of North-Central Sulawesi, which was later confirmed as governor Definitive by Decree President of the Republic of Indonesia Number 83 dated July 27, 1963.

On the sidelines of the challenges and obstacles facing the Regional Government of North-Central Sulawesi at the time, recorded a major event that is written with gold ink and will not be forgotten in the history of the First Level North Sulawesi as one of the Autonomous Regions.

The incident occurred on September 23, 1964, at which time the Government of the Republic of Indonesia enacted Law No. 13 of 1964 which establishes the status change of the First Level North-Central Sulawesi. The law makes North Sulawesi as an Autonomous Region Level I , with Manado as its capital. Momentum enactment of Law No. 13 of 1964 , and then soldered as the birth of the First Level North Sulawesi.

Since then, the de facto North Sulawesi level region stretches from north to south -west, from the north end of the island Miangas in Sangihe Talaud to Molosipat in the western district of Gorontalo.
